<p>Cogel's Ad Hoc Committee on Local/Municipal Ethics
Initiatives was formed in 2001 to address the concerns of local government
ethics issues and to share best practices.
At this informal session, we will get to know each other and update the
group with what we are doing in our local ethics programs. We will also discuss the creation of an
"Ethics 101" course that will expose municipalities to the broad spectrum of
ethics programs nationwide.</p>

<p>This panel will review exciting, innovative ideas in municipal ethics rprograms emerging across the United States, spotlighting Northwest Indiana. Research by the Markkula Center for Applied Ethics will reveal the key areas of ethical dilemmas facing cities today, and offer a case for best practices. We will also review a new video prepared for state legislators on ethics. </p>

<h2>Municipal Ethics Training: useful or useless ?</h2>

<p>Is municipal ethics training a tortured process or can it be effective and engaging? How do you measure the success of your training program? We will discuss hard learned lessons from the trenches. There will also be a demonstration of a corporate on-line training program.</p>
