CARLA MILLER
Carla Miller is the founder and president of City Ethics, an organization devoted to the establishment of government ethics programs across the United States. Carla led the initiative as Chair of the Jacksonville, Florida, Ethics Commission to rewrite the city''s ethics code, which is now one of the most innovative in the country. She has served in a volunteer capacity as the city''s Ethics Officer since 1999 and has developed ethics training for more than seven thousand City of Jacksonville employees.
Since 2003, Carla has been an officer of COGEL, the Council on Governmental Ethics Laws '' the leading body for government ethics in North America. She has led efforts to jumpstart government ethics programs in municipalities across the U.S. and to coordinate best practices in values-based ethics training.
Carla has spoken on ethics issues to thousands of people across the U.S., Canada, Europe and Australia. She has presented to numerous organizations, including COGEL, the International Municipal Lawyers Association, the International Institute for Public Ethics, the Ethics Officer Association of America, the American Society for Public Administration (ASPA) and to numerous elected officials, government agencies and youth leadership groups.

- Trained in ethics with Michael Josephson, Founder of Character Counts and the Josephson Institute
- Law Degree from the University of Florida, with studies at Trinity College, Cambridge, England
- Former Federal Prosecutor for the Middle District of Florida; in charge of white collar crime prosecutions (including the prosecution of the President Pro tem of the Florida Senate for mail fraud and extortion).
- B.A. Degree in Criminology from Florida State University.
- Winner of community awards, including the Times Union 'EVE' Award for volunteer service to the community and the Volunteer Jacksonville, Heart of Gold Award.
